A man in his twentys was seen at 4:30 this morning urinating and "rubbing" fecal matter on the grounds and walls of the new Court house in Limerick City. A woman who was walking her dog rang 911. She stated that he did not look in his right state of mind and was concerned for the well being of the man. The gáurda síochána are dealing with this situation in matical terms.
